Project Coordinator (Civil Engineering)

Department: Lynchburg Engineering
Location: Lynchburg, VA

Job Summary

The Project Coordinator will support the Civil Engineering team in the planning, execution, and delivery of infrastructure and land development projects. You will be responsible for preparing fee-based estimates for designs, coordinating with other departments and sub-consultants, streamlining communication between the owner and designers, ensuring design schedule is on track, permits are secured, and schedules are met. You will also be responsible for billing work completed and monitoring the profitability of projects.

Primary Responsibilities

  • Proposals: Prepare fee based proposals for civil engineering projects including scope, fees and schedule. This may also entail initial meetings with the Owner to develop the scope.
  • Entitlement Processing: Assist the engineering team with the entitlement process, including re-zoning applications, special use permits and public hearings.
  • Project Administration: Conduct Owner meetings and internal team meetings. Monitor design budget. Maintain and organize project files, including blueprints, specifications, and site reports. Be the point of contact for the design team, cub-consultants and the Owner.
  • Scheduling: Develop and maintaining project schedules. Identify potential bottlenecks (e.g., permitting, preliminary study delays, funding delays) and propose mitigation strategies.
  • Billing: Evaluate engineering progress along with the progress of other departments and sub-consultants. Submit monthly billing information to Owner and follow up on outstanding Accounts Receivables.
  • Permitting & Compliance: Coordinate with municipal agencies and environmental bodies to obtain necessary permits. Ensure all work complies with local zoning laws, safety regulations, and environmental standards.
  • Construction Administration: Conduct pre-bid, bid opening and follow-up meetings. Prepare contract award documents. Conduct monthly progress meetings and check pay requests. Manage the RFI (Request for Information) and Submittal processes to ensure field crews have the most up-to-date design revisions.
  • Site Inspections: Conduct regular site visits to monitor progress, verify that work aligns with engineering drawings, and document any field changes.
  • Reporting: Prepare weekly progress reports for stakeholders and participate in project status meetings.

Required Qualifications

  • Education: Bachelor’s Degree in Civil Engineering, Construction Management, or a related technical field.
  • Experience: 5-10 years of experience in construction or civil engineering (internships count!).
  • Software Proficiency:
    • CAD: Ability to view and perform minor edits in AutoCAD or Civil 3D.
    • Project Management: Experience with Procore, Primavera P6, or Microsoft Project.
    • Office Suite: Advanced proficiency in Excel (for budget tracking and data analysis).
  • Plan Reading: Must have experience reading civil engineering plans including topographic maps, boundary surveys, easement plats, site plans, utility plans and architectural plans.

Preferred Skills

  • Communication: Exceptional written and verbal communication skills; ability to bridge the gap between technical engineers and non-technical clients.
  • Problem-Solving: A "find a way" attitude when logistical challenges arise on-site.
  • Certification: EIT (Engineer-in-Training) status or CAPM certification is a significant plus.

Physical Requirements & Travel

  • Must be able to navigate active construction sites (climbing ladders, walking on uneven terrain).
  • Valid Driver’s License required for travel to various project locations.
