Quality Manager

Department: Materials Testing
Location: Blacksburg, VA

We are seeking an experienced Quality Manager based in our Blacksburg office to support the growth of our geotechnical engineering and construction materials testing (CMT) and special inspections (SI) services. This position is ideal for a motivated professional with a strong background in laboratory quality and accreditation, field testing, construction inspections, and project coordination.

The Quality Manager will work closely with engineers, geologists, laboratory personnel, and field technicians on a variety of commercial, institutional, industrial, transportation, utility, and energy projects. This role combines hands-on technical work with laboratory quality management, field coordination, and opportunities to take on increasing project management responsibilities.

The selected candidate will play a key role in maintaining laboratory accreditation, improving quality documentation, mentoring field personnel, and helping establish an accredited soil and concrete testing laboratory in Blacksburg. Travel to our Lynchburg office and active project sites will be required.

Key Responsibilities

  • Uphold H&P’s commitment to being inspired, responsive, and trusted by providing timely, high-quality services while prioritizing safety.
  • Lead laboratory quality and accreditation efforts, coordinating equipment calibrations, personnel training, proficiency verifications, and implementation of quality procedures.
  • Work with laboratory staff to update and digitize the quality manual and supporting records, improving clarity, accessibility, and compliance with applicable standards. This will be a primary responsibility during the initial phase of employment.
  • Serve as a lead technician for construction materials testing (CMT) and special inspection (SI) assignments, providing hands-on testing, technical guidance, and mentoring for field personnel.
  • Coordinate field assignments with clients, contractors, and H&P personnel, and review daily field reports and testing data for accuracy and completeness before distribution.
  • Work primarily from the Blacksburg office, with frequent travel to Lynchburg for laboratory responsibilities and travel to project sites for testing and inspection assignments. Perform laboratory testing when needed.
  • Support the growth of CMT and SI services, including establishing an accredited soil and concrete testing laboratory in Blacksburg and assisting with laboratory expansion at other offices.
  • Provide field coverage when senior technical experience is needed or the assigned inspector is unavailable. Some assignments may require overnight travel or extended stays at project sites.
  • As project management responsibilities develop, assist with proposals, review and approve personnel time entries, and prepare monthly invoices.
  • A company vehicle will be provided. For trips to Lynchburg, travel time beyond the employee’s normal commute to the Blacksburg office will be compensated.

Required Qualifications

  • Bachelor’s degree and a minimum of five years of progressively responsible laboratory and field experience in construction materials testing (CMT) and special inspection (SI).
  • Experience supporting laboratory accreditation through AASHTO re and related programs for soil, concrete, and masonry testing, including quality documentation, proficiency testing, and laboratory assessments.
  • Demonstrated experience independently performing and documenting soil compaction testing, proof-roll observations, concrete testing, and reinforcing steel inspections.
  • Ability to serve as a lead technician, coordinate field personnel, mentor staff, review testing and inspection reports, and assist with resolving unexpected field conditions.
  • Proficiency in reading and interpreting civil and structural plans, details, and specifications and applying project requirements during testing and inspection.
  • Strong communication, organizational, judgment, and problem-solving skills, with the ability to coordinate with clients, contractors, and H&P personnel while managing multiple assignments.
  • Experience with MetaField, Bluebeam, Procore, or similar documentation and construction management platforms.
  • Experience assisting with proposals, scopes of work, project schedules, budget tracking, and construction-phase technical support.
  • Familiarity with consulting business performance measures, including utilization, labor and billing multipliers, project profitability, backlog, work in progress, and accounts receivable.
  • Current certification or documented training in one or more of the following: ACI Concrete Field Testing Technician—Grade I; VDOT Soils and Aggregate Compaction; VDOT Asphalt Field Level II; nuclear moisture-density gauge operation and radiation safety; or applicable USDOT hazardous materials transportation requirements.
  • Familiarity with the geology and construction practices of Virginia’s Piedmont, Blue Ridge, and Valley and Ridge regions.
  • Ability to work outdoors at active construction sites, travel frequently to Lynchburg and project locations, and accept multi-day out-of-town assignments.
  • Must have a valid driver’s license in good standing with a minimum of 3 years licensed driving experience.
  • Ability to lift and carry field equipment weighing approximately 50 pounds
